COSS on perustettu vuonna 2003 ja toimii avoimen lähdekoodin, avoimen datan, avoimien rajapintojen sekä avoimien standardien edistäjänä. COSS myös edistää ylläpidettyjen ja kestävien avointen ratkaisujen kehittämistä ja soveltamista eri kaupankäynnin aloilla sekä julkisella sektorilla.
