A Garantia Mútua é um sistema privado e de cariz mutualista de apoio às Pequenas, Médias e Micro Empresas (PME), que se traduz fundamentalmente na prestação de garantias financeiras para facilitar a obtenção de crédito em condições adequadas aos seus investimentos e ciclos de actividade. A partilha de risco com outras entidades financeiras facilita o acesso das Empresas ao crédito, libertando plafonds bancários e permitindo a obtenção de montantes, condições de custo e prazo adequados às necessidades, por norma com redução de outras garantias prestadas ao sector financeiro pelas Empresas. Com o objectivo de impulsionar o investimento, desenvolvimento, modernização e internacionalização das PME, as Sociedades de Garantia Mútua prestam ainda todas as outras garantias necessárias ao desenvolvimento da sua actividade nos sectores da Indústria, Comércio, Serviços, Construção, Turismo e Transportes. O capital social das Sociedades de Garantia Mútua é detido por Empresas, Associações Empresariais, Instituições de Crédito, IAPMEI, IFT e pela SPGM, assegurando a possibilidade de a Garantia Mútua actuar nos sectores da Indústria, Comércio, Serviços, Construção, Turismo e Transportes. A característica mutualista resulta do facto de as empresas beneficiárias das garantias serem accionistas de Sociedades de Garantia Mútua.

Mutual Guarantee Societies are initiatives put in place by socio-economic circles (Chambers of Commerce, Business Federations, and Banks in the SME sector) in the area of financial services. They generally operate midway between three main partners : SMEs, Financial Organisations and Public Authorities Guarantee Funds were founded by States or Regions as guarantee instruments, in the range of policies in favour of SMEs. They can intervene either directly towards entrepreneurs or as reinsurance of commitments taken by Mutual Guarantee Societies. In this case, there is a leverage effect between public and private sectors. Both pursue the same purpose of providing easier access to investment loans for small or medium-sized enterprises that lack the necessary collateral required by banks in order to build a stable long term relationship.
