Pembentukan KORIKA merupakan perjalanan berkelanjutan dari Strategi Nasional Kecerdasan Artifisial Indonesia (Stranas KA) telah diluncurkan pada peringatan Hari Kebangkitan Teknologi Nasional pada tanggal 10 Agustus 2020, yang merupakan hasil pemikiran kolektif dan kolaboratif dari berbagai entitas yang melengkapi komponen Quad Helix (Pemerintah, Industri, Akademis, dan Komunitas). Terdapat rumusan yang dituangkan ke dalam dokumen Stranas KA, tepatnya pada Bab 8 poin 3 mengenai Kelembagaan Strategi Nasional KA, bahwa dalam melaksanakan peta jalan Stranas KA diperlukan dukungan sebuah organisasi yang dapat mengorkestrasi ekosistem kolaborasi quadrupple helix, yang terdiri dari pemerintah, industri, akademis, dan komunitas. Turut disebutkan dalam halaman 187 mengenai orkestrator ini yang diberi nama KORIKA. Melanjutkan pedoman dalam Stranas KA, maka melalui sebuah program inisiatif dari BPPT, dibuatlah sebuah pusat inovasi kecerdasan artifisial (PIKA). Melalui PIKA, delapan kegiatan utama Stranas KA digulirkan dan dilaksanakan oleh kelompok-kelompok kerja (POKJA) yang memiliki keanggotaan quad helix yaitu Pokja 1 – Korika, Pokja 2 – Perpres, Pokja 3 – Etika, Pokja 4 – Talenta, Pokja 5 – Infrastruktur, Pokja 6 – Dataset, Pokja 7 – Inovasi, Pokja 8 – Sandbox. Salah satu pokja tersebut adalah Pokja 1- Pokja pembentukan KORIKA. POKJA KORIKA merumuskan detail turunan dari visi, misi, konsep organisasi, model bisnis KORIKA dan lainnya. KORIKA akhirnya dibentuk/didirikan pada tanggal 10 Agustus 2021 sebagai organisasi perkumpulan yang memiliki prinsip: inklusif, profesional dan transparan, adaptif dan tangkas, independen, serta berbasis penciptaan nilai bagi semua pemangku kepentingan.
