The primary mission of the European Steel Processors Association (ESPA) is to ensure that the unique characteristics and needs of the steel processing industry and its business model are appropriately represented within the EU policymaking landscape.
ABOUT STEEL PROCESSORS
European steel processors add significant value by transforming semi-finished steel, sourced both within and outside the EU, into finished goods for downstream consumers. This processing, which includes techniques like reheating, rerolling, coating, and pipe manufacturing, adds up to 70% value and helps balance EU steel supply and demand.
This business model, however, exposes processors to a dual regulatory burden: the EU Emissions Trading System (ETS) for their European production, and potentially the Carbon Border Adjustment Mechanism (CBAM) for semi-finished steel imports.
The industry, employing over 30,000 people directly and indirectly across several EU member states (ESPA members are currently active in Belgium, Czechia, Denmark, France, Italy, Latvia, Poland, and Spain), has a 50+ year history and plays a vital role in the overall steel supply chain.
