The Default Clock Committee is a group of respected economists and fiscal policy experts who help ensure the accuracy and reliability of the Federal Government Default Clock, an educational tool designed to help the public understand in a simple and intuitive way the imminent danger of a catastrophic federal government bond default. The Default Clock's minute hand approaches midnight when the U.S. government approaches default, and moves further away when default becomes less likely. The Committee reviews and approves all movements of the minute hand. The Committee gathers quarterly, and more frequently during times of heightened fiscal concern. The position and movements of the minute hand are non-arbitrary. Rather, they are determined according to a fixed formula based on publicly available economic data. “Default” is defined as a failure by the U.S. Treasury to make a scheduled interest payment on just one direct U.S. Government obligation such as a Treasury note or bond. “Insolvency” is defined as the point beyond which default becomes a virtual certainty.
